Who can buy one
- Under 30: you can enroll if a Catastrophic plan is offered where you live.
- 30 or older: you need a hardship or affordability exemption, then an Exemption Certificate Number (ECN) to enroll.
A hardship exemption covers financial hardship or other circumstances that kept you from getting coverage. An affordability exemption applies when the lowest-priced coverage available to you costs more than a set share of household income. HealthCare.gov lists the current forms and thresholds.
What it covers
- The 10 essential health benefits every Marketplace plan covers.
- Preventive services at no cost, generally from in-network providers.
- At least three primary care visits a year before the deductible.
- Everything else after a very high deductible.
Catastrophic or Bronze?
HealthCare.gov notes that if you qualify for a premium tax credit or extra savings, a Bronze or Silver plan may be a better value, and that Catastrophic plans aren't eligible for the tax credit. Compare the actual plans with your savings applied.
| Catastrophic | Bronze | |
|---|---|---|
| Who can buy | Under 30 or with an exemption | Anyone shopping the Marketplace |
| Premium | Low; premium tax credits can't be used | Low; premium tax credits can lower it |
| Deductible | Very high | High |
| Before the deductible | Preventive care and at least 3 primary care visits | Preventive care; other benefits vary by plan |
| Works with an HSA | Yes | Yes |
Where Gabriel fits
A Catastrophic plan leaves most everyday care to you. Gabriel is built for that gap: Gabriel Core ($49 per adult a month, kids under 18 included) gives member pricing close to cost and unlimited virtual urgent care, plus unlimited virtual primary care, and Gabriel membership adds a monthly wellness budget for care insurance skips. If you outgrow a Catastrophic plan, Gabriel can help you compare plans and switch at no cost.
Gabriel is a membership, not health insurance, and Gabriel is not an insurer. It does not replace an ACA plan's protection against large medical bills. Gabriel does not make a Catastrophic plan into richer insurance.
Common questions
Can I get catastrophic health insurance over 30?
Yes, if a plan is offered in your area and you qualify for a hardship or affordability exemption. You need the Exemption Certificate Number to enroll.
Is catastrophic insurance the same as short-term insurance?
No. Catastrophic plans are ACA Marketplace plans that cover essential health benefits. Short-term plans follow different rules.
Does a catastrophic plan cover doctor visits?
It covers at least three primary care visits a year before the deductible, plus preventive services at no cost.
Is a catastrophic plan cheaper than Bronze?
Not always. Premium tax credits can't be used on a Catastrophic plan, so if you qualify for one, Bronze or Silver may cost less. Compare the actual plans with savings applied.
Can I pair a catastrophic plan with an HSA?
HealthCare.gov says all Catastrophic plans work with Health Savings Accounts. See the HSA guide.
