What changed when Illinois left HealthCare.gov
- Where to log in: people who had HealthCare.gov plans moved to Get Covered Illinois for 2026 coverage. Claim your account at getcovered.illinois.gov; HealthCare.gov no longer handles Illinois enrollment.
- Who runs it: Get Covered Illinois is a division of the Illinois Department of Insurance. Free help comes from certified navigators and brokers; the state reported more than 140 navigators and 9,000 brokers.
- Tax Time Easy Enrollment: check the health insurance box (line 42) on your IL-1040, and Get Covered Illinois mails a notice about free or low-cost coverage. You then have 60 days from the notice to sign up.
- State flexibility: running its own Marketplace let Illinois extend its first deadlines and open a special enrollment period through December 31, 2026 for about 9,300 lawfully present immigrants who lost Medicaid on October 1, 2026.
Plan and price changes for 2027
- Insurers leaving: Cigna and Molina plans won't be offered on Get Covered Illinois starting January 1, 2027. Their 2026 coverage continues through December 31, 2026, and members must choose a new plan during 2027 Open Enrollment.
- Tax credits: the enhanced federal credits ended at the end of 2025, so help is smaller, and people over 400% of the federal poverty level no longer get advance credits. Since 2026, anyone who gets too much in advance credits must pay all of it back. See premium tax credit.
- Noncitizens: starting January 1, 2027, the lawfully present immigrants who keep access to tax credits are green card holders, Cuban and Haitian entrants, and citizens of the Marshall Islands, Micronesia and Palau, per Get Covered Illinois. Others, such as people with Temporary Protected Status, lose them.
- Medicaid work rules: for 2027, people who aren't eligible for Medicaid because they didn't meet the new work, education or community service requirements, and don't have an exemption, can't get tax credits on a Marketplace plan.
Illinois Medicaid or Get Covered Illinois?
The Illinois Department of Healthcare and Family Services (HFS) runs Medicaid. KFF lists Illinois' Medicaid limit for adults at 138% of the federal poverty level as of January 2026.
One Get Covered Illinois application checks for both. If it looks like you qualify for Medicaid, Get Covered Illinois sends your application to HFS for the final decision. See Medicaid income limits.
How to enroll, and where Gabriel fits
- Gather your details: everyone in your household, expected 2027 income, current coverage, and your doctors and prescriptions.
- Apply online at getcovered.illinois.gov, by phone at 1-866-311-1119 (TTY 711), or with free help from a certified navigator or licensed agent.
- Compare plans on the premium after any tax credit, the deductible, the out-of-pocket maximum and the network.
- Enroll by the January 1 deadline Get Covered Illinois announces for 2027, then pay the first premium.
Gabriel can quote Marketplace plans for your ZIP code and household, show the price after any tax credit, and open your own application with a licensed agent in most states. You choose the plan and finish the application. Separate from insurance, Gabriel Core is $49 per adult a month (kids under 18 included) with member prices close to cost on lab tests, supplements, prescriptions and bioregulators, plus unlimited virtual urgent care and virtual primary care.
Gabriel is not an insurer. Health insurance quotes and enrollment are handled by Gabriel Labs, Gabriel's separately licensed insurance agency. Gabriel membership is not health insurance, doesn't count as minimum essential coverage, and doesn't replace a health plan's protection against large medical bills.
