Health insurance in Virginia: Virginia's Insurance Marketplace and Premium Savings

Virginians buy individual health plans through Virginia's Insurance Marketplace, the state's own exchange, and Open Enrollment for 2027 coverage runs November 1, 2026 to January 29, 2027. It's the only place to get federal tax credits and the state's new Virginia Premium Savings.

The biggest change for 2027: Virginia Premium Savings, a state-funded discount on top of federal tax credits for households with income between 138% and 250% of the federal poverty level. Virginia has no state coverage mandate.

Virginia Premium Savings: new state help for 2027

From Virginia's Insurance Marketplace Premium Savings FAQ, checked October 17, 2026. Larger households may qualify.
HouseholdIncome range that generally qualifies (138% to 250% of poverty level)
One person$22,025 to $39,900
Family of four$45,540 to $82,500
  • How it works: you must take the full federal premium tax credit you qualify for first; Virginia Premium Savings then lowers your monthly premium further. The Marketplace says some people may save as much as 70%, and the State Corporation Commission estimates an average of $65 to $90 a person each month.
  • You must enroll to get it. It isn't automatic, it can't be used on catastrophic plans or stand-alone dental plans, and you can choose any Marketplace health plan.
  • Funding is for 2027 only and is first come, first served, so the Marketplace advises choosing a plan during Open Enrollment.
  • Not a tax credit: it isn't reported on your Virginia tax return.
  • Why now: the enhanced federal credits ended December 31, 2025. The Marketplace says funding wasn't in the budget in time for 2026, so lawmakers added it for 2027.

Virginia Medicaid or the Marketplace?

Virginia Medicaid and FAMIS offer free or low-cost coverage for children, pregnant women and adults. KFF lists Virginia's Medicaid limit for adults at 138% of the federal poverty level as of January 2026. The Marketplace application checks for Medicaid and tells you if you qualify instead of a Marketplace plan.

Virginia Medicaid says a new federal work requirement for some adults starts January 1, 2027, and it lists eligibility changes for some non-citizen adults. Keep your contact information current, and contact Cover Virginia at 1-855-242-8282 (TTY 1-888-221-1590) or commonhelp.virginia.gov with questions. See Medicaid income limits.

How to enroll, and where Gabriel fits

  1. Gather your details: everyone in your household, expected 2027 income, current coverage, photo ID, Social Security numbers, your latest tax return and recent pay stubs.
  2. Apply online at marketplace.virginia.gov, by phone at 888-687-1501, or with free help from a certified assister or licensed agent.
  3. Compare plans on the premium after federal credits and Virginia Premium Savings, the deductible, the out-of-pocket maximum and the network.
  4. Pick a plan early in Open Enrollment and pay the first premium to start coverage.

Gabriel can quote Marketplace plans for your ZIP code and household, show the price after any tax credit, and open your own application with a licensed agent in most states. You choose the plan and finish the application. Separate from insurance, Gabriel Core is $49 per adult a month (kids under 18 included) with member prices close to cost on lab tests, supplements, prescriptions and bioregulators, plus unlimited virtual urgent care and virtual primary care.

Gabriel is not an insurer. Health insurance quotes and enrollment are handled by Gabriel Labs, Gabriel's separately licensed insurance agency. Gabriel membership is not health insurance, doesn't count as minimum essential coverage, and doesn't replace a health plan's protection against large medical bills.
